Having worked with a large food retailer in the UK recently I would suggest this is mainly down to the complex nature of the food supply chain. Food specifications and nutritional information has become a legal liability here in the uk due to a recent scandal involving horse meat entering the food chain.

A project I was involved in focused on developing software which delegated legal accountability right down the supply chain allowing the retailer to bring a food product to market with confidence and packaging accuracy.
